FOR GOVERNMENT PROGRAM AND ACQUISITION TEAMS

Acquisition information for Government program offices and contracting teams.

Bedrock provides capability information, scope language, deliverables, staffing assumptions, and pricing support. The contracting officer and requiring activity determine the acquisition strategy, competition, funding, and award structure.

Bedrock is best suited to requirements that cross organizations, contracts, or program phases.

Bedrock fits secure-facility programs, NISP program establishment or recovery, bounded readiness reviews, and solicitation-defined security or intelligence work packages.

The strongest scopes identify the Government authority, responsible Bedrock work package, required interfaces, deliverables, performance measures, information boundary, and decisions reserved to the Government.

01

Defined prime scope

Bedrock pursues prime responsibility when the requirement is separable, the company can demonstrate responsibility, and the acquisition permits the approach.

02

Specialty subcontract

Bedrock supports an existing prime through defined workshare, direct access to required stakeholders, named deliverables, and meaningful self-performance.

03

Small-business procedures

Bedrock is an SBA-certified SDVOSB. Set-aside, sole-source, micro-purchase, simplified acquisition, and other procedures remain subject to current law, agency policy, requirement facts, and contracting-officer determination.

Information available for acquisition planning and responsibility review.

  • Current capability statement
  • Corporate identifiers and certifications
  • Clearly attributed key-personnel experience
  • Proposed scope and deliverables
  • Labor categories and staffing assumptions
  • Information-handling boundary
  • OCI and role-separation considerations
  • Mobilization and transition assumptions
  • Quality and performance controls
  • Pricing basis appropriate to the requested contract type

Advisory and delivery roles require deliberate boundaries.

Requirements development, technical direction, source-evaluation support, owner advisory, design, supply, and delivery responsibilities cannot be blended casually. Bedrock structures work for appropriate OCI analysis. The customer and contracting authority make the final determination.

Owner's Advisor is used only when the acquisition recognizes that role. Elsewhere Bedrock uses Government program office support, independent technical advisory support, secure-facility lifecycle integration, or the specific contracted function.
