FCL Setup is the engagement Bedrock leads end to end. Cleared principals own the work from sponsor verification through DCSA submission under a 9-phase playbook. We prepare you for the DCSA facility-clearance decision and hand off a defensible posture your designated FSO can operate from day one. DCSA retains authority over facility-clearance issuance. We do not become your permanent FSO. We do not outsource the work. No junior partner running point.
Bedrock provides advisory analysis based on customer-supplied information. Bedrock identifies gaps, risks, and recommended next actions against the published NISPOM, 32 CFR Part 117, ICD 705, and related standards. Bedrock does not guarantee facility clearance issuance, compliance, accreditation, certification, inspection results, or government acceptance. The deliverable is an advisory opinion and a guided process. Facility clearance, accreditation, certification, and inspection outcomes are agency determinations.
Nine phases, in order. Each phase has a defined entry condition, a defined deliverable, and a cleared principal accountable for the artifact. Phase scope is calibrated to the customer's situation at kickoff.
Every tier runs the same 9-phase playbook. The tiers differ in complexity, in the regulatory pathway, and in the cleared principal hours required. The right tier is decided on the scoping call, not before.
Driven by facility condition, accreditation phase, artifact maturity, personnel complexity, and required response timeline.
Final scope, schedule, and fee are confirmed after a non-CUI discovery review. Bedrock does not accept CUI through this website. Request a non-CUI scope review →
An advisory firm that will not say what it does not do is selling you anxiety. Three things stay out of FCL Setup scope on every engagement, on purpose.
