What an FCL Setup engagement actually looks like.
Nine phases, in order. Each phase has a defined entry condition, a defined deliverable, and a cleared principal accountable for the artifact. Phase scope is calibrated to the customer's situation at kickoff.

Sponsor Verification
Confirm the prime or government sponsor relationship is real, current, and supports DCSA sponsorship submission.

KMP & FOCI Triage
Identify Key Management Personnel. Surface foreign ownership, control, or influence factors before submission.

Document Package
Build DD-441, SF-328, KMP designations, FSO designation, and supporting packets to DCSA-accepted format.

KMP Clearance Initiations
Initiate personnel clearances for the cleared KMP set. Track to investigation stage. Coordinate with the FSO.

Security Program Stand-Up
Establish NISPOM-compliant policies, procedures, insider-threat program, and required postings.

FSO Preparation
Train and equip the customer-designated FSO. Run through operational scenarios. Hand off operating tools.

ISR Liaison
Coordinate with the assigned DCSA Industrial Security Representative through submission and validation.

Pre-FCL Inspection Readiness
Run a mock inspection. Surface findings. Remediate before the DCSA review. Document the evidence file.

DCSA Issuance & Handoff
Receive the FCL. Transfer operating control to the designated FSO. Close the engagement with a written posture brief.

Three tiers. One playbook.
Every tier runs the same 9-phase playbook. The tiers differ in complexity, in the regulatory pathway, and in the cleared principal hours required. The right tier is decided on the scoping call, not before.
TIER 1
Standard FCL Setup
Domestic-owned, single-facility, single-clearance-level cleared shop. The cleanest path through DCSA sponsorship.

TS / TS-SCI FCL Setup
